Location: Habitat Nepal East Office Biratnagar

Reports to: Program Manager East Office and technically to Hilti Project Manager in Kathmandu/Central Office

Field Visits: Frequent travel to project areas (minimum 60%)

Core Function of the position: 

The Market System Development Coordinator is a key position of Habitat Nepal’s project with the Hilti Foundation, focused on the adoption of disaster-resilient, durable, and affordable treated bamboo housing solutions among low-income families of the Eastern Terai. Purpose of the position is to work with NGO partners and support them for translating market system development strategy of Impact 2026 (Hilti-Phase II). S/he will contribute to design and lead to implement market-based strategies for Habitat Nepal under the direct technical supervision of the Hilti Project Manager. S/he has to work closely with local NGO partners, market actors and local and provincial government to accelerate marketing treated bamboo housing solution in Eastern Nepal. 

Duties and Responsibilities: 

A. Product Identity/Positioning

  1. Introducing the product i.e., Treated bamboo housing material, Treated bamboo
  2. Development of messages about treated bamboo and dissemination 
  3. Development of treatment standard/guidelines and roll out it
  4. Prepared business plan (cost benefit analysis) of treated bamboo with consultation of private treatment centers and traders

B. Market actors strengthen and creation (Supply Side –core actor)

  1. Undertake facilitation, meeting, workshop, orientation, and consultation for: 
  2. Identification of private sector working in treated bamboo and low-cost housing
  3. Establishment and operation of treatment centers with business motive. 
  4. Privatization of existing treatment centers and strengthen their capacity to quality production and marketing 
  5. Identification of market actors and build partnership with appropriate suppliers and actors to own, offer and promote the bamboo housing product.
  • Clarify role of different actors on quality treated bamboo production and supply
  • Establish linkage between farmers, suppliers, produces and traders and strengthen their capacity. 

C. Demand Generation (Demand Side activities)

  1. Undertake sensitization program for introducing treated bamboo as housing materials.
  2. Develop understanding of local government, social leader and traders on benefits of treated bamboo as housing materials.
  3. Media campaigning activities for scale up of treated bamboo use
  4. Printing and dissemination of IEC materials
  5. Build mutual confidence of Treated bamboo by identifying suitable demo structures and involving private sectors in doing.
  6. Make effort for mainstreaming treated bamboo as construction material in local government housing strategy

Other Cross cutting functions and responsibilities:

  • Conduct resource and market assessment, identification of appropriate locations to carry out treated bamboo housing solution promotional activities as well as set up treated bamboo construction material enterprises including treatment center own by either NGO or private individual. 
  • Conduct community sensitization activities and facilitation to set up better local level supply chain of treated bamboo construction materials. 
  • Provide enterprise development counselling to individual entrepreneurs, local level appropriate institutions (Coop, CFUG, Youth club and CBOs) and producers groups to ensure treated bamboo housing materials and services are according to the market demand. 
  • Facilitate individual entrepreneurs, local level institution and producer’s group to develop business plans to motivate create new treated bamboo enterprises or scale up the existing enterprises. 
  • Assist Project Manager and others in identifying main problems, difficulties, gaps, and concerns of treated bamboo market actors such as treatment centers, suppliers and beneficiaries for development and improvement of supply chain of treated bamboo construction materials.
  • Facilitate entrepreneurs and producers’ groups, for record keeping and information management. Ensure that records kept are accurate and provide adequate information about production, sales, and net profit from their daily transaction.
  • Support to design and carry out consumer awareness campaigns at community level.
  • Facilitate local construction traders to own treated bamboo housing solution and package it to be offered in the market. 
  • Establish linkages with local level actors and stakeholders.
  • Conduct training, orientation, and exposure visits for capacity building for offer new housing services based on treated bamboo materials
  • Support to need identification, planning, monitoring, reporting and documentation work. 
  • Coordinate and collaborate with local level agencies such as suppliers, producers, government agencies. 
  • Other Support activities that promote the adoption of safe shelter, house constructions and designs among suppliers, laborers, and consumers of low-cost housing solutions.
  • Engage with the public sector actors and other housing market stakeholders to identify and influence relevant regulations and housing standards.
  • Other duties as assigned by supervisor.

Education Qualification and Professional Experience

  • Bachelor’s in business studies, enterprise development, economics, humanities or any other relevant field.  
  • At least 5 years of experience in Enterprise, and market systems development sector including mobilization and sub sector like sales, marketing and business development.
  • Working knowledge and experience of the housing and development sector in the rural areas (preferred).
  • Knowledge of treated bamboo housing will be an advantage.
  • Sound knowledge and preferred experience of one or more market development approaches such as sub sector, business development service, participatory market systems development approaches as well as experience on enterprise development would be an added advantage
