Job Location: Kathmandu 

The purpose of this baseline assessment is to understand how a mechanism designed to support ongoing USAID/Nepal activities in targeted geographical areas helps improve coordination and integration with those other activities and how it contributes to improving water security and watershed management. As part of the baseline assessment, MEL also may be requested to oversee collection of data for individual indicators. The indicators required to be collected by MEL remain under discussion as of this posting.

Responsibilities

  • Provide leadership, technical guidance, and strategic support to the assessment team under the supervision of the CAMRIS Kathmandu MEL office
  • Lead the process but involving other team members and MEL to draft and finalize with the assessment design, data collection instruments, data analysis plan, data collection plan, and work plan
  • Provide quality control and respond to technical input from CAMRIS for all assessment deliverables
  • Develop a draft and final report, revise the report based on the internal and external input, and develop a comment-response matrix.
  • Develop PowerPoint presentations for USAID/Nepal and implementing partners on assessment findings, conclusions, and recommendations, revise based on the internal input, and present presentation to stakeholders
  • Steer effective communication with other team members, the AOR/CORs, relevant USAID/Nepal and implementing partner staff, and external stakeholders
  • Coordinate closely with CAMRIS Kathmandu and HQ staff.
  • Ensure quality and timely delivery of all deliverables

Qualifications 

  • A graduate degree in a relevant field 
  • At least 8 years of experience in monitoring, evaluation, and learning.
  • Cross-cutting experience across several of the relevant issues studied including water security, public health, well-being and economic growth, environmental sustainability, political stability, and disaster risk reduction
  • Significant experience involving collecting and analyzing data broadly across water quality and water security issues is highly desirable.
  • At least five years of experience leading assessments for USAID, and familiarity with current USAID evaluation policy and guidance preferred
  • Experience in quantitative and qualitative research methodologies with some background in statistics and qualitative methods. This experience should include the development of research questions and critically examining the validity of results frameworks or theories of change
  • Experience assessing watershed management projects, preferred.
  • Excellent oral and written communication skills in English
  • Writing samples from recent assessments, evaluations, or reports and three professional references will be requested
