Job Description

Contract :Time bound Contract- one year
Work Purpose:The Infrastructure and Shelter Engineer will supervise the implementation of a Work Package in a particular Municipality or VDC as assigned by their supervisor. This person might also oversee a number of smaller projects in those Municipalities or VDC’s.  He/She will monitor, supervise and coordinate Construction Supervisors, contractors, materials and commodities supplied to the sites through the Logistics and Procurement team and will be responsible for ordering materials in a timely fashion, tracking all expenses made at a field level, maintaining volunteer and contractor attendance records and all other field documentation
Job Responsibilities:

  • Manage and supervise multiple smaller projects or a Work Package within the Municipality or VDC.
  • Manage, supervise and encourage Construction Supervisors appointed to supervise activities on specific projects.
  • Ensure project on-time delivery, maintenance of costs to budget, project quality, and adherence to Safety protocols and ensure works are carried out to the appropriate National or International Building Standards.
  • Maintain materials delivery and security, work closely with support teams of Finance, Logistics and Procurement at a District level.
  • Liaise with the Shelter and Infrastructure Manager through the Infrastructure Engineer (IE) on contractual matters as they arise, and assist in resolution of on-site contractual issues.
  • Carry out labor and materials market survey and analysis as needed.
  • Maintain community relations at a high level.
  • Maintain all appropriate construction records, Daily Logs, Attendance Sheets, Work Plans and Completion reports, etc. The IO shall provide all required reports to the Roving Shelter and Infrastructure Manager through the IE on an agreed regular basis.
  • Coordinate with local government representatives, other NGO’s, participate in relevant Cluster meetings at a District level and liaise with other stakeholders within the project area.
  • Take a hands-on approach with projects and provide feedback to the Sector specific Manager on project management issues.
  • Shall escalate all technical concerns and issues that cannot be easily resolved to his/ her immediate supervisor with copy to the Roving Shelter and Infrastructure Manager.
  • Any other task assigned by the Shelter and Infrastructure Manager to respond to the exigency of the EQ response.
  • Minimum Qualifications and Experience required:
  • Experience in managing small-scale multi-disciplined projects across a large geographical area.
  • Experience working for a large Main Contractor managing multiple sites.
  • Strong analytical problem solving and organisational skills.
  • Ability to effectively present technical concepts to lay users in various settings and by various means (verbal and written).
  • Service oriented with the ability to organise, prioritise, and delegate tasks while transferring knowledge and expertise.
  • Strong communication skills to interact with all levels of staff and management.
  • Experience in small to medium project management and the ability to lead teams.
  • Ability to train non-technical users in the use of technical systems in a cross-cultural setting.
  • Ability to work under pressure and on multiple tasks.
  • Bachelor Degree (preferably Master’s Degree ) in Civil Engineering with a minimum of four to five years of experience in Building Construction
