USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:

(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of 
health services at facility and community levels and
(iii) improving health systems governance, within the context 
of federalism.

The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Contract: Strengthening Systems for Better Health

Supervisor: Provincial Team Lead

Specific duties and responsibilities include the following:

  • Lead interventions related to information systems at the provincial level, and strengthen the capacity of provincial managers to use data for performance improvement and decision making
  •  Provide oversight and technical support to the Information Systems Officers to implement activities at the palika level
  • Work closely with the MEL Specialist and Kathmandu-based MEL Director to analyze strategic information to help inform decision making at the project level
  • Support the Information Systems Officers to build the capacity of facility managers to collect and use HMIS, LMIS and other health system data to track and manage performance with regard to both health outcomes and the quality of clinical practice. Provide direct support in this area to facilities managed directly by the province (i.e., the referral hospital in Surkhet)
  • Work with other partners to help develop digital MIS platforms
  • Routinely transfer capacity to MoH counterparts at province level in DHIS2 use and data analytics

Qualification requirements include the following:

  • Post-Graduate Degree in Health Informatics, Public Health, Epidemiology, Statistics, Social Sciences or other relevant field
  • 6 years of relevant professional experience in information systems and/or monitoring, evaluation, and learning in the public health field, with progressively increasing level of responsibility
  • Demonstrated expertise in rigorous on quantitative research and analytical methods, some experience with qualitative research; firm command of information  issues with respect to health systems
  • Experience working on USAID projects highly desirable
  • Strong interpersonal skills, initiative, good judgment, demonstrated team leadership and problem-solving abilities
  • Excellent report writing, analytical, and communication skills, including oral presentation skills
  • Computer proficiency (MS Word, MS Excel, Statistical Software) and information systems
  • Fluency in English
