Reports to: Technical Coordinator, Sudurpaschim Province, National Information Management Technical Coordinator (NHSRP), Program Manager-West Office Habitat Nepal

Technical Report to: DRR Manager Habitat Nepal

Field Visits: 50% travel to project areas

Core Function 

Information Management Officers work closely with the technical coordinator, Sudurpaschim Province, and Provincial Coordination Team (PCT) in Sudurpaschim Province to contribute to the NHSRP post-earthquake housing reconstruction, disaster risk reduction coordination efforts, and Habitat Nepal-west DR3 initiatives. You will organize, coordinate, monitor, find gaps and duplication, and report on the information management cycle, including data collection, verification, following up with local Post, cluster, and submission of data and information to the NHSRP’s National IM Technical Coordinator, provincial coordinator, and Habitat Nepal west office. This position will act as the provincial IM focal point, working closely with the province, district, and local government authorities, partner organizations (POs), and different clusters representing the NHSRP from the Habitat Nepal West office.

Essential Duties and Responsibilities: 

R1 - Information Management (80%)

  • Lead data collection, analysis, and visualization with key stakeholders of province /Districts and Local (SWC, UNRCO, Clusters, AIN, NDRRMA, NGOs federation, Redcross NARMIN). Work in coordination with relevant IM actors in maintaining common province/district/local level IM tools for analysis, and dissemination, including archiving of baseline, key datasets, key indicators, and other tools. Prepare various reports, providing gaps and coverage for operational analysis and support on decision making.
  • Provide technical assistance to Province/ District/ Local stakeholders, Cluster and POs in information management, including data collection, verification, analysis of information, to support identification of coverage and gaps. Support capacity building and technical support activities to ensure effective impact. And assist in building and maintaining strong information sharing, communication and dissemination mechanisms among POs, Cluster, local authorities, and other humanitarian actors.
  • Prepare National/Province/ District/ Local level information products, reports, maps, case reports, and other outputs. Maintain and update timely various information from on the website, such as the contact lists, meeting calendars, meeting minutes etc.

R2 - Monitoring, Evaluation, and Reporting (10%)

  • Support MEAL Department on developing and establishing mechanisms for monitoring, evaluation and reporting system of NHSRP. Support in baseline, midterm and final evaluation impact monitoring and guide the team through analyzing progress & achievements, challenges, lessons and gaps in programming. Review and finalize progress reports and ensure timely submission to donor and government reports as per the agreed upon standards with accurate and qualitative contents.
  • Ensure approved plans and strategies are implemented through field visits and reviews of implementation plans and activity reports. Also, ensure that the measures and actions recommended during the evaluation process are incorporated into the project's implementation.
  •  R3: Business Development, Management and Learning (5%)
  • Contribute to development of concept notes and proposals of new projects for platform and facilitate integration of program learnings and findings in the new program design and strategies. And support field needs assessments for proposal development purposes. 

R4:  Stakeholder liaison, reporting, coordination, and representation (5%)

  • Represent and build working relationships with UN agencies, donors, INGOs and government bodies, AIN working groups, Cluster, CSO networks at provincial meetings and forums, using such forums for building relations, showcasing experience and best practices, and increasing visibility of organizational efforts.  
  • Lead the discussion and design of interventions and provide leadership in relevant training in coordination with the team, implementation partner and local stakeholders to provide capacity-building and backstopping support to yield high-quality results. Develop an in-depth understanding of their activities, support needs and strengths in the areas of reconstruction, recovery, and DRR.

Education Qualification and Professional Experience

  • Bachelor’s degree required in Information Management, Geographic Information Systems, Computer Science, Environmental Science, or a related field from an accredited academic institution.
  • Minimum of 3 years of experience in a similar position and similar in field.
  • Experience working with an I/NGO preferred.
  • Experience in emergency response in the field of data management, information management.
  • Experience in implementing community based DRR activities and other ICT4D interventions.
  • Able to clearly communicate in written and spoken English and Nepali.

Knowledge, Skills and Abilities  

  • Excellent analytical skills with ability to make appropriate decisions.
  • Very good planning, coordination, and monitoring skills.
  • Ethical conduct in accordance with recognized professional and organizational ethics and core values. 
  • Proactive, resourceful, solutions oriented and results oriented.
  • Proven ability to work in a team and intercultural environment with minimum supervision.
  • A good sense of humor and capacity to work in a complex work environment handling multiple tasks.

Preferred Qualifications:

  • Knowledge of ArcGIS/ QGIS, Relational Database Management System (RDBMS), Software development tools.
  • Advanced knowledge in MS Office especially Advanced Excel and access.
  • Knowledge in graphic design and infographics.
  • Understanding of accountability towards beneficiary, platform and organization privacy and data protection.
  • Experience in relationship management with partner organizations and other key stakeholders, including government officials at provincial and local levels.
  • Experience in identifying and supporting volunteers.
