Background and Objectives:
Louis Berger seeks an Impact Analyst for an ongoing programme in Nepal. The program seeks to create domestic jobs for young people through supply and demand focused interventions on skills provision, and to support greater development benefits from migration.
The program will work with the public and private sector to improve the provision of skills development programmes in Nepal and will enhance the ability of Nepalese workforce to find better jobs within the employment sector, for key sectors (ICT, Hospitality/Tourism, Agriculture, Light Industry, Construction, Hydropower).
Role:
The role of the Impact Analyst is to support the MEL Director to design and implement MEL activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. He/she will work in evaluation of partner projects and reporting on lesson learnt from programme activities. In addition to the technical support, the main duties of the M&E Coordinator will be, but not limited to, the following:
Key Tasks:
The key responsibilities of the Impact Analyst are as follows:
- Provide direction on MEL to ensure the project achieves its goals and corresponding objectives and targets
- Oversee the development and contribute to the implementation of the MEL Plan to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations, including that of individual projects/models
- Develop and oversee data flow pattern for the project, ensuring timely data collection and reporting
- Assist partner organization in standardizing reports
- Provide technical support to partner organization to enable a continuous monitoring process
- Lead results reporting to the MEL Director by providing written documentation on MEL activities and indicator results for progress and annual reports, as appropriate
- Use data to contribute towards strategic and adaptive decision-making and project planning with project leadership
- Participate in quarterly reviews with MEL Director and assist in arranging results review/workshop
- Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
- Assist in providing technical backstopping to partner organizations on MEL related activities
- Oversee and/or conduct targeted impact evaluations including through randomized control trials, including design, data collection, management and analysis
- Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
- Cultivate strategic M&E relationships and alliances with other DFID-funded projects and represent MEL activities in public and professional circles through meetings, conferences, and presentations
- Contribute to the design and implementation of a quality Management Information System (MIS) for reporting
- Provide support in maintaining SEP MEL database
- Promote and support the dissemination of project information and learning among the project team
- Assist in reporting on lesson learnt from programme activities
- Work with project and financial staff to prepare and track progress of project and activity budgets
- Coordinate all MEL capacity-building activities with project staff, implementing partners and facility staff
- Assist/conduct MEL orientation/workshop/trainings
In addition to this, the incumbent will be expected to perform any other duties identified by the programme relevant to the position.
Reporting:
- Candidate will report to the MEL Director
Minimum Qualifications
- Master’s degree or higher in management, social sciences or related field or equivalent experience
- Minimum 8 years of work experience in the private sector and/or multi-year development projects
- Previous experience of working in development programmes in Nepal that have adopted DCED standards and/or other widely accepted methods of reporting will be preferred
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and donor community
- Experience and understanding of the DFID and its reporting system
- Strong technical skills, including ability to process and analyze data in a market development programme
- Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
- Excellent verbal, written interpersonal and presentation skills in English and Nepali
- Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
- Ability to travel extensively across Nepal
