SUPERVISOR: Government Strengthening Lead

LOCATION: Dhangadhi, Sudurpashchim Province

ROLE PURPOSE: 

The Government Training Specialist will report to the project’s Government Strengthening Lead and be based in a provincial capital (likely, Dhangadhi, Sudurpashchim Province).  The person in this position will be expected to travel extensively throughout the project’s operational area. 

POSITION RESPONSIBILITIES:

  • Operationalize local municipal governance training and capacity-building activities relevant to federalization in conjunction with the Government Strengthening Lead, Deputy Chief of Party, other project staff, government representatives at the provincial and local levels, civil society organizations and other stakeholders.
  • Provide technical leadership on local governance issues such as public administration capacity building, public financial management, accountability mechanisms, public service delivery, dispute resolution, and civil society advocacy.
  • Supervise fulltime staff and short-term experts supporting the management and implementation of local governance activities.
  • Provide quantitative and qualitative inputs to the project’s Monitoring, Evaluation and Learning (MEL) Manager regarding the implementation of local governance activities.
  • Provide inputs regarding local governance activities to quarterly and annual reports and presentations to USAID, MOFAGA, and relevant parliamentary committees and provincial and local governments.

QUALIFICATIONS:

  • Master’s degree in public policy, government administration, economics, law or other relevant field
  • Minimum of 6 years of relevant professional experience in government administration and/or public policy as technical advisor, project manager or consultant  
  • Demonstrated experience and skills in planning and executing training and capacity building activities
  • Demonstrated success as civil servant, liaison or advisor to government on local governance issues
  • Successful track record managing fulltime and short-term technical staff in the implementation of local governance activities or initiatives
  • Experience implementing USAID projects is highly desirable
  • Excellent spoken and written communication skills in both Nepali and English
  • Strong interpersonal skills, initiative, and good judgment
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
  • Ability and willingness to undertake extensive field travel
