Background and Objectives:

Louis Berger seeks a Gender and Social Inclusion (GESI) Advisor for a programme that will work with both the public and private sector to improve the provision of skills development programmes in Nepal. The programme will enhance the ability of Nepalese workforce to find better jobs for the following key sectors: ICT, Hospitality/Tourism, Agriculture, Light Industry, Construction, Hydro-Power.

Role:
The role of the GESI Advisor is to ensure that sound gender equality and social inclusion analysis is fully integrated into the programme. S/he will work closely with the programme stakeholders to identify and build capacity for GESI analysis and action across the programme and its partners.

Key Tasks:
The key responsibilities of the GESI Advisor is as follows:

  • Undertake gender equality and social inclusion analysis of key issues, sectors, and themes of interest to the programme 
  • Design, support and facilitate participatory GESI exercises with the team and partners - for example stakeholder mapping, beneficiary incidence analysis, ‘poverty-testing’ of theories of change, etc.
  • Providing training, coaching and mentoring to the programme team and partners on gender and social analysis
  • GESI inputs to key programme strategy, planning, and M&E documents including theories of change, work plans, etc.
  • Provide advice and inputs for GESI aspects of programme and issue - level monitoring and learning; including but not limited to review of results and indicators, data collection and analysis and lesson products
  • Provide analysis, information and lesson-learning relating to GESI to feed into political economy and any other review work

Reporting: 

  • Candidate will report to the Team Leader

Minimum Qualifications

  • A higher degree in a social science, gender studies public policy or any other relevant subject discipline
  • A minimum of five years of overall work experience in similar development programmes in Nepal 
  • In-depth knowledge of Nepal, in particular, a strong foundation in most if not all of the following areas: 

a) Quantitative and qualitative poverty data in Nepal
b) Drivers of poverty and exclusion in Nepal;
c) Gender data and an understanding of the context for gender equality in  Nepal and beyond;
d) Disability;
e) Social norms and social movements
f) Demonstrated ability to work with people in a persuasive, constructive manner

  • Ability to collaborate and consensus-build are essential. The ability to listen well and employ different styles of communication in different contexts
  • Demonstrated networking abilities, especially within policy and governance circles in Nepal
  • Basic knowledge of donor-driven tools such as theories of change, M&E, project proposals
  • Ability to research, construct and present: an argument that is organized, concise, evidence-based, referenced
  • Strong written and oral communication and presentation skills in English and Nepali
