Job Description

The Finance Officer will manage all financial aspects of the project from central office while coordinating with all 5 working districts (Dhading, Sindhupalchok, Nuwakot, Gorkha, and Dolakha) and ensure compliance with donor and DEPROSC financial management policies and procedures.  S/he will also oversee the administrative operations and manage the expenditure. S/he will perform following tasks, but not limited to, under the supervision of Central Finance Manager:


  • Oversee payments to local vendors, consultants, grantees, and casual contracted labor to ensure disbursements are made in accordance with DEPROSC procedures.
  • Oversee the preparation and disbursement of staff payroll and the maintenance of detailed records associated with staff paid time off, benefits, income tax deductions, and insurance.
  • Oversee the preparation and submission of monthly financial report to the donors and in the system as well.


  • Open/close bank accounts as per the organization necessity.
  • Oversee the management of bank accounts: track transfers, check balances, check authorized expenses, and online transactions.
  • Oversee the maintenance of petty cash fund and associated backup documentation.
  • Prepare cash management request of different donor funded programs for review, approval, and processing.

Program Support

  • Actively participate in developing and implementing the project work plan and budget.
  • Liaison with bank and coordinate with participating financial institute for Cash Voucher transfer to beneficiaries, oversee proper and timely transfer of those vouchers to beneficiaries and keep records of that from district level.
  • Monitor project spending on a regular basis and provide updates to the Finance Manager, on local expenditures; analyze gaps between planned budget and actual expenses.
  • Coordinate and consolidate the projection of monthly and quarterly expenditures in collaboration with project team to prepare spending projections for the project.
  • Travel to districts for financial monitoring and oversight of project activities; provide orientation and training to personnel from District Offices for recording and reporting of expenses made for project supported activities.
  • Coordinate with donor agency and comply with their financial management practice.
  • Provide required orientation and guidance to project staff on DEPROSC finance and procurement policies and procedures to ensure smooth implementation of financial management practice.
  • Participate in various program related meetings with Government of Nepal counterparts as needed.


  • Supervise financial and administrative parts of field offices to support team members.
  • Implement and monitor cost-effective and efficient systems and procedures.
  • Oversee logistical arrangements (including but not limited to hotel bookings, travel and transport, per diem payments and other arrangements as required) for  workshops/meetings, training events, or group activities. 
  • Identify vendors for office lease, utilities, furniture, equipment and other necessary office services in accordance with DEPROSC procurement procedures.
  • Oversee the project’s property inventory and arrange for final disposition of project equipment in accordance with DEPROSC and donors policies and procedures.
  • Assist with contract negotiations for local consultants.

Duration: Fixed term till September 2016

Facilities: Basic salary is dependable on the performance/score in written and interview within the level. Other facilities will be as per the rules of organization.
