Job Description

Department:         Finance and Administration Section 
Grade:                   8
Reports To:           Country Director, Nepal
Based:                   Kathmandu, Nepal
Duration:               12 months fixed term contract (with possible extension)

Job purpose

Reporting to the Country Director, the Finance and Administration Manager will be the focal point for financial controls, donor compliance, administration, legal and statutory compliance for BBC Media Action's work in Nepal. S/he will be the main point of contact for financial and administrative issues and will liaise with Government line agencies, donors and partners. S/he will also be expected to provide financial guidance to staff members. The Finance and Administration Manager ensures that all BBC Media Action financial transactions are value for money. 

The post is based in Kathmandu and will require some travel within Nepal.  

DUTIES AND RESPONSIBILITIES
    
Financial Control

  • Maintain the financial integrity of BBC Media Action's operations in Nepal, and ensuring full compliance with policies and procedures
  • Be the primary source of expertise for staff in Nepal on financial best practice, and control and compliance issues
  • Manage BBC Media Action's bank accounts in Nepal and liaising with relevant bankers as appropriate.
  • Ensure that procedures and policies are set up and followed in order to safeguard the assets of BBC Media Action's  operations in Nepal, including the maintenance of the Fixed Asset register.
  • Manage compliance to both BBC procurement policy and donor’s requirements for procurement. Support the fair selection of quality vendors and service providers, and fairness and transparency in the awarding of all contracts 
  • Undertake audits and spot checks at different field sites as appropriate.

Financial & Management Accounting

  • Accurately record all income and expenditure and maintaining the in-country financial system
  • Prepare monthly reports to the London Project Accountant providing fully reconciled reports detailing income, expenditure and cash and bank reconciliations
  • Manage the cashflow of the Nepal office, including preparing cash forecasts to identify monthly funding requirements
  • Organise payroll, computation of taxes and timely deposit of employees' provident fund, CIT and income taxes of staff 
  • Budget of all projects in Nepal along with budget holders, forecast and undertake budget revisions as required by the Country Director or the London finance team or donors and potential donors.
  • Review financial status of project with project staff, including reporting and project variances. 
  • Manage the preparation of the statutory accounts, and ensure full compliance of tax liabilities tax status.
  • Prepare the monthly financial returns

Donor Compliance

  • Ensure compliance with all financial reporting and forecasting requirements of donors and others, and ensuring the smooth flow of funds from donors
  • Be the main point of contact on financial and administrative matters with in-country donor organizations, and building good working relationships with donor finance officers
  • Ensure that expenditure is incurred and reported in line with donor agreements
  • Ensuring value for money in the delivery of projects

Administration, Legal and Statutory Compliance

  • Ensure full compliance with Nepalese law and regulations
  • Ensure compliance with all government approvals under various acts applicable to the project
  • Advise Country Director, and others as appropriate on financial and legislative changes that may affect operations
  • Negotiate and managing all property leases and other contracts and agreements. Ensuring that these comply with local law and regulations
  • Coordinate with and managing audits as per donor contracts and Nepalese law and regulations
  • Undertaking other duties that, from time to time, the Country Director or the London finance team might request

Human Resources

  • Oversee HR processes and procedures, including contract terms, for all locally recruited staff and partners in close coordination with the Country Director 
  • Ensuring that fair recruitment procedures are understood and observed in close coordination with Country Director 
  • Ensure that staff complete all mandatory trainings are report on these 
  • Support and maintain all HR files in a confidential manner.
  • Responsible for all staff contracts, CIT and provident contributions. 
  • Oversee the maintenance of time sheets, and attendance.
  • Negotiate and managing local insurance policies
  • Take responsibility for maintaining expatriate visas 

Leadership

  • Training and developing other finance and project staff in policies, procedures and other finance issues as appropriate
  • Training and supporting local partners to establish, and maintain accountable and transparent financial management
  • Supervising and providing line management for other administrative and finance staff 
  • Acting as a member of the Senior Management Team
