Dhokpya Learning Grounds (DLG), established in 2074 BS (SWC affiliation no. 50244), is a non-profit distributing organization of the Mikhwakhola Rural Municipality, Taplejung that basically aims to work on the establishment of Learning Grounds, support local indigenous communities in alternative livelihood, and promote local culture. It emerged from the idea that the local indigenous communities and local culture in the region should be linked to strengthening the role of local indigenous people in policy-making processes and conservation activities. It works at the grass root and community level with the motto of protecting biocultural heritages of the Tokpegola landscape through the establishment of Community Learning Grounds, implementation of high-value low footprint ecotourism, outdoor education classes in collaboration with local government schools and documentation and conservation of local indigenous knowledge Indigenous Knowledge Portal in Tokpegola Landscape through leadership and active participation of local indigenous communities.

Contract Duration: 1 year (Renewable)

Scope of Work 

The Finance and Admin Coordinator will work directly under the supervision and instruction of the DLG director and be based in Kathmandu with frequent field visits to Taplejung. S/he also works closely with donor organization’s Co-Directors, Finance Officer, and Program Coordinator to ensure smooth and risk-free financial operation. S/he helps develop financial plan, quarterly and annual budgets, maintains accounts for different programs/grants to ensure donor compliance and best practices, prepares monthly, quarterly and annual financial statements according to the donor and GoN requirements, conducts internal audits and works with external auditor for conducting annual statutory audit. The major responsibilities to be taken has been comprehensively includes as follows but these are not limited s/he should work on need basis as well.

Accounting and Financial Responsibilities:

  • Establish baseline financial foundation of the organization through drafting financial and other relevant policies. 
  • Ensure of proper accounting procedures and systems to make certain that proper monitoring mechanisms are in place; identifying weaknesses and addressing them immediately
  • Monitoring and updating the director and project officers on the financial status of project and programs periodically
  • Routinely monitoring financial reports, transactions, and investigating anomalies or unusual transactions and informing DLG directors and donors
  • Compliance with TDS payment, E-TDS filing and tax return filling in accordance with Income Tax Act 2058 of GoN
  • Ensuring the compliance with the recent legal amendments of the Government of Nepal
  • Check and monitor reports on program and financial matters to be submitted to respective government offices and donors
  • Work closely with DLG director and program department of donor organization for all related finance and accounting works related to the program implementation 
  • Ensure that the financial transactions are entered into the computerized accounting system, preferably in QuickBooks
  • Regularly monitor budget and expenditures and ensure that earmarked funds are used for explicitly stated purposes
  • Ensure documentation related to payments is authorized and duly approved
  • Cross check and verify all bills and invoices including supporting documents against the approved activities and submit for approval
  • Ensure the submission of required financial documents to concerned authorities including SWC, tax offices, and local government, as necessary.
  • Maintain an inventory file to support purchases of all equipment/assets on a quarterly basis with physical verification

Human Resource Management Responsibilities:

  • Assist in new hires through vacancy posting and supporting in  recruitment and orientation process 
  • Ensure proper drafting of HR policies with compliance with labor laws and the GoN in coordination with admin officer
  • Draft relevant TORs, contracts and other related documents Review and approval of  travel and leave requests in coordination with DLG director and administrative department
  • Coordinate in property, assets and staff insurances
  • Review and schedule staff performance appraisals
  • Coordinate and notify staff regarding safety and security issues, holidays, pandemics, leave
  • Alert board director on the ending of contracts/insurances and other staff-related issues
  • Monitor progress reports, activity reports and staff working hours
  • Yearly labor audit within six months of fiscal year-end
  • Assist admin officer in obtaining quotations from contractors, vendors and consultants

Key Qualification & Experience 

  • Masters or equivalent degree in Accounting, Finance, Business Studies or any other related field a must
  • 2+ years of prior experience in finance, accounting, and administrative work mandatory
  • Experience in NGO sector would be an advantage

Special Skills and Competence

  • Fluent in English and Nepali communication in writing and speaking. Knowledge of Nepali typing skills is an advantage
  • Good computer literacy including familiarity with MS-Excel, MS-Word and other accounting related software is essential.
  • Motivated to be a proactive team player and willingness to work in diverse working environments 
  • Flexible and well organized, hands-on mentality
  • Highest degree of personal integrity
  • Highly professional with strong interpersonal skills
  • Highest degree of gender and caste sensitivity is a must

Remuneration: Negotiable/commensurate with relevant skills and experience 

Timing:

  • The deadline is April 19, 2021. The initial contract shall be for three months on a probationary/trial basis, extendable upon satisfactory performance for further period. This position is to be filled ASAP

Duty Station:

  • Kathmandu with travel in Taplejung periodically as per project need
