SPECIFIC PROCUREMENT NOTICE (SPN)
The Government of Nepal, acting through the Ministry of Finance (the "Government") and the United States of America, acting through the Millennium Challenge Corporation (MCC), entered into a Millennium Challenge Compact on September 14, 2017, providing for a grant of up to Five Hundred Milon Used States Dellars (US$ 500,000,000) to advance economic growth and reduce poverty in Nepal (the "Compact"), to which the Hundred Thirty Milios United States Dollars (US$ 130,000,000) and intends to apply part o the contract to be awarded for "Procurement of Plant Designs, Supply Delivery Installation, Testing and Commissioning of Lot 1: 400 kV Ratmate Substation and works at Lapsiphedi and New Hetauda Substations, Lot 2: 400 KV New Butwal Substation and Lot 3: 400 kV New Damaul Substation MCC's funding is appropriated by the ILS Congress and obligated to the compact up-front with no incremental or partial funding. So, when a contract is signed with an MCA Entity money is already able to the MCA Batty and for most contracts, invoices are paid directly to Contactors/Coats/Suppliers by the UST Treasury. The Nepal Compact's "Entry into Force (EIF) is expected in August 2023 and the Contract resulting from this procurement shall be awarded only after EIF. MCA-Nepal now inviter sealed bids from eligible bidders for "Design, Supply, Delivery Installation, Testing and Commissioning of Substations". The Worlds cost of Lot 1: 400 KV Ratmate Substation and works at Lapsiphedi and New Hetauda Substations Lot 2: 400 KV New Butwal Substation and Lot 3 400 KV New Ball Substation Bidding will be conducted through the Quality and Price Based Selection (QPBS) procedures as specified in the MCC Program Procurement Guidelines (PPG), and open al eligible bidders or consultants as defined in the PPG A complete set of bidding documents may be obtained by interested eligible bidders upon the submission of a written application at the following email address MCANepalPM-global.com with cr to [email protected]. Bids must be delivered to the address below on or before 13:00 hours (local time of Nepal (GMT+5:45)) on 30 June 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address below on 30 June 2021 at 11:00 hours (local time of Nepal (GMT+5:45). A bits shall be accomquid by a Bid Security in the amount of US$ 425,000 for Lot 1, USS 260,000 for Lot 2 and USS 270,000 for Lot 3, and it shall be valid until 24 March 2024.
