Name of Project: Kathmandu Valley Water Supply Improvement Project
1. Government of Nepal (GoN) has allocated fund towards the cost of Kathmandu Valley Water Supply Improvement Project and intends to apply a portion of this fund to eligible payments under the Contract for which this Expression of Interest is invited for International Consulting Services.
2. The Project Director on behalf of Project Implementation Directorate, KUKL now invites Expression of Interest (EOI) from eligible International Consulting firms (“consultant”) based on QCBS criteria as set out in PPMO Standard Document for the selection of Consultants (2017, as amended from time to time)to provide the following consulting services: Survey, Investigation and Detailed Design of DNIs outside Ring Road ( part of Nagarjun Municipality and Chandragiri Municipality area) including preparation of Bidding Documents and Safeguards requirements for DNIs and detailed design of SRT at old KUKLBalaju reservoir site and review of design of SRTs at Kirtipur and MahankalChaur; and assisting in procurement and comprehensive contract supervision and contract management of all the contracts (BDS-05, DNI 7B, DNI-7C, DNI-9a-Mandikatar, SRTs and other contract packages) during construction and post-construction periods as outlined in the TOR including preparation of safeguard documents and compliance with the input of 69 person-months for International and 493 person-month for National Experts.PID and is expected to commence the services by July 2021.
3. The Design Supervision and Contract Management Consultants must furnish list of similar projects executed in past seven years with summary of such projects and important financial details. The EOI is required to be submitted in the standard formats stipulated for this purpose. The EOI document, draft Terms of Reference (TORs), format for submission and other details can be downloaded from www.bolpatra.gov.np/egp.
Interested eligible consultants may obtain further information and EOI document free of cost at the address Project Implementation Directorate, KUKLAnamnagar Kathmandu, Nepal during office hours on or before 4 February 2021, 14:00 PMor visit eGP system www.bolpatra.gov.np/egp or visit the client's website(www.kuklpid.org.np).
4. Consultants may associate with other consultants to enhance their qualifications.
5. Consultants are encouraged to make Joint Venture association with local consulting firms.
6. Expressions of interest must be delivered online through e-GP system www.bolpatra.gov.np/egp on or before 4 February 2021, 14:00 PM (NST). Consultants will also deliver a hard copy of the EOI documents to Project Implementation Directorate, KUKLAnamnagar Kathmandu, Nepal during office hours on or before 4 February 2021, 14:00 PM. However, if there is any discrepancy between online submission and hard copy, the online submission shall prevail.
7. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be deemed as the due date but the time will be the same as stipulated.
8. EOI will be assessed based on Qualification (30%), Experience (60%), and Capacity (10%) of consulting firm and key personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through a request for proposal.
9. In case of any discrepancies and / or ambiguity in the EOI process, Public Procurement Act 2063 and Public Procurement Regulation 2064 shall prevail.
10. Minimum score to pass the EOI is 70%.
