INVITATION FOR EXPRESSION OF INTEREST (EOI)

Name of Project: Detailed Engineering Design, Drawing, Cost Estimate and Procurement Document Works of Infrastructure along with EIA Inside Special Economic Zone (SEZ) at Rajapur of Bardiya District (MOI/SEZA/CS/02-077/78)
1. Government of Nepal (GoN) has allocated fund and intends to apply a portion of this fund to eligible payments under the Contract for which this Expression of Interest (EOI) are invited for National consulting services
2. The Special Economic Zone Authority now invites Expression of Interest (EOI) from eligible consulting firms (“consultant") to prepare Master Plan along with Detailed Engineering Design, Drawing, Cost Estimate and Procurement Document Works of Infrastructure along with EIA Inside Special Economic Zone (SEZ) at Rajapur of Bardiya District required to the physical facilities (or, infrastructures) indicated in the Master Plan for the establishment of Special Economic Zone (SEZ) in the project site.
3. Interested eligible consultants may obtain further information and EOI document free of cost at the address Special Economic Zone Authority, Tripureshwor, Kathmandu during office hours on or before 12:00 hours of March 16, 202 lor visit e-GP system www.bolpatra.gov.np/egp or visit the client's website www.seznepal.gov.np
4. Consultants may associate with other consultants to enhance their qualifications.
5. Expressions of interest shall be delivered online through e-GP system www.bolpatra.gov.np/egp on or before 12:00 hours of March 16, 2021.
6. EOI will be opened in the presence of consultants and office staff 13:00 hours of March 16, 2021 at SEZA office.
7. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be deemed as the due date but the time will be the same as stipulated.
8. EOI will be assessed based on Qualification 30%, Experience 50% and Capacity 20% of consulting firm and key personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through a request for proposal
9. One Consultant is eligible to bid for multiple projects but In case of same key experts proposed by two or more consulting firms and more than one (1) EOI application, the key experts will be disqualified for the evaluation and also if notice of EOI has been called off by the same office at same period key experts can't be repeated.
10. Only shortlisted Consultants will be invited further to respond to the Request for Proposal (RFP) notice from SEZA. SEZA reserves the right to accept or reject any or all the received EOI documents with or without giving any reasons whatsoever. Up to six (6) top ranked firms obtaining at least Seventy (70) marks in the EOI evaluation process will be listed.
