REQUEST FOR EXPRESSIONS OF INTEREST

1. The Government of Nepal has received financing from the World Bank toward the cost of the Rural Enterprise and Economic Development Project (REED), and intends to apply part of the proceeds for consulting services.
2. The consulting services ("the Services") include preparation of detailed project report with complete design and estimates of 10 numbers of Municipal Agriculture and Livestock Service Centers. An estimated inputs of key experts is 160 Man-Days. Total duration of the consultancy services will be 3 months and expected start date is March 01, 2022.
3. The detailed Terms of Reference (TOR) for the assignment and EOI submission guidelines can be found at the following website: reed.moald.gov.np, and can be obtained at the address given above.
4. The REED, Economic Corridor Office, Bardibas now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) General work experience within last 10 years
b) Specific work experience within last 10 years
c) Technical and managerial capability of Consulting Firm
5. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (4th Edition, November 2020], setting forth the World Bank's policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Consultant's Qualifications based Selection method set out in the Procurement Regulations.

9. Expressions of interest must be delivered in a written form to the address above in person, or by mail, or by e-mail) by 07 December, 2021.
10. The eligible Consultants are encouraged to express their interest for the "Consultancy Services for Preparation of Detailed Project Report (DPR) of Municipal-level Agriculture and Livestock Service Centers" advertised by other Economic Corridor Offices of REED located at Dadeldhura, Butwal and Pakhribas and "Consultancy Services for Preparation of Detailed Project Report (DPR) of Provincial-level Regional Market Centers" advertised by the Office of the Project Director (OPD) of REED project located at Lalitpur.
