Notice of Invitation for Bids

1. Government of Nepal has received loans (KFAED Loan No. 918) from the Kuwait Fund for Arab Economic Development (KFAED) towards the cost of Irrigation System Improvement Project (ISIP). Part of the loan will be used for payments under the Contract named below. Bidding is open to all national bidders.
2. The Water Resources and Irrigation Development Division, Makwanpur, hereinafter "WRIDD-Makwanpur", invites sealed bids from all eligible bidders for the construction and completion of below mentioned ISP Single-Stage, Two-Envelope bidding procedure following national competitive bidding (NCB) shall be used for the procurement of these contracts.
3. Under the Single-Stage, Two Envelope Bidding Procedure, Bidders are required to submit simultaneously two sealed envelopes, one containing
(i) the Technical Bid and the other
(ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision included in ITB 21 of the Bid Document.
4. Bidders are required to specify the Total Price of the Bid in the Letter of Price Bid and the Priced Bill of Quantities (BOQ). These forms are to be in the envelope containing the price proposal. Failure to specify the Total Price of the Bid in the Letter of Price Bid shall be ground for declaring the Bid non-responsive
5. The Bidder must satisfy the following Key Qualifying Criteria for the qualification of Bid:
- Historical Financial Performance. Submission of Audited Balance Sheet and Income Statements for the Last Five Years to demonstrate the current soundness of the bidder's financial position. As a minimum, a Bidder's Net Worth for the last year shall be Positive. (As per 2.3.1 of Section 3 of Bid Document)
- Average Annual Construction Turnover: Minimum average annual construction turnover of NPR: (as mentioned in "The Work" below) calculated as the average of the Best Three (3) Years' total certified payments received for contracts in progress or completed, within the last Five (5) Years. (As per 2.3.2 of Section 3 of Bid Document)
- Financial Resources Requirement: As a minimum, the Bidder must show that his financial resources, in terms of at least Last Year's working capital and lines of credit, will be adequate to cover his Bid Price and current work commitments. (As per 2.3.3 of Section 3 of Bid Document)
- Contracts of Similar Size and Nature (Specific Construction Experience). Bidder's participation as contractor in at least one contracts within the last five (5) years with a value of at least NPR (as mentioned "The work below) that have been successfully completed and that are similar to the proposed works. (As per 2.4.1 of Section 3 of Bid Document) 6.

7. Eligible Bidders can purchase the Bid Documents from: Water Resources and Irrigation Development Division, Makwanpur, by producing the Bidder's registration and Tax Clearance Certificates up to Nepalese F/Y 2076-77 during the Office Hours, and paying a non-refundable fee as mentioned below (The Work) during office hrs till 20th May 2021. Bidder may purchase the bid document from WRIDD-Makwanpur in cash or deposit the amount in Revenue Account No: 1000200010000 Revenue Heading No: 14229 and office Code No. 3370332013 (WRIDD-Makwanpur) in Rastriya Banijya Bank Ltd., Makwanpur. The Bidders in the form of Joint Venture (JV) can also take part in the biding process. The qualifying criteria for each partner shall be as per the provision of the bidding document,
8. Bids shall be delivered. To WRIDD-Makwanpur on or before the deadline: 21th May 2021 at 12:00 hrs together with a Bid Security as mentioned below in "The Work" in the form of bank voucher deposited in Account Name: Province Treasury Comptroller Office, Makwanpur, Dharauti Khata No:1300100202030000 or Bank Guarantee issued by a Class-A Commercial Bank in Nepal drawn in favor of the WRIDD-Makwanpur, in the format supplied in the bid document or the form acceptable to the WRIDD-Makwanpur. Bid shall be valid for a period of 90 days from the last date of submission of bid. Bid Security shall have a validity period of at least 120 days from the last date of submission of bid. A Pre-bid Meeting shall be held at WRIDD Makwanpur on 10th May 2021 at 11:00 hrs.
9. Technical Bids will be opened on 21th May 2021 at 13:00 hrs. in the presence of bidder representatives who choose to attend.
10. After the completion of evaluation of Technical Bids, bidders evaluated as substantially responsive will be invited to attend the opening of Price Bids. The date, time and location of opening of Price Bids shall be notified in writing and/or published in the office notice board/national daily.
11. If the last date of purchase, submission, and opening of Bid Documents falls on a government holiday, then it shall be extended to the respective next working day
12. The Employer reserves the right to accept or reject wholly or partly any or all of the bids without assigning any reason whatsoever.
