Invitation for Bids for the Construction of Hospital Building of Primary Hospital Class B2 (10 Bed) type

1. Government of Nepal has allocated funds towards the Procurement of Construction of Hospital Building of Primary Hospital Class B2 (10 Bed) type and intends to apply part of the funds to cover eligible payments under the contract for Construction of Hospital Building of Primary Hospital Class B2 (10 Bed) type. Bidding is open to all eligible Nepalese Bidders.
2. Shivapuri Rural Municipality invites electronic bids from Nepalese eligible Construction of Hospital Building of Primary Hospital Class B2 (10 Bed) type under National Competitive Bidding - Single Stage Two Envelope procedures. Only eligible bidders with the following key eligibility criteria should participate in this bidding: Minimum Average Construction Turnover of the best 3 years within the last 10 years: NRs. 12,00,00,000/Minimum Work Experience of Similar Size and Nature: NRs. 12.50,00.000/
3. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document.
4. Eligible Bidders may obtain further information and inspect the Bidding Documents at the Shivapuri Rural Municipality office, Sherabagar, Nuwakot (www.shivapurimun.gov.np) or may visit PPMO e-GP website www.bolpatra.gov.np/egp.
5. Bidder must submit their bid electronically by downloading the bidding documents for e-submission from PPMO's Web Site www.bolpatra.gov.np./egp,. Bidders, submitting their bid electronically, should deposit the cost of bidding document of NRs. 10,000/- (a non-refundable fee) till 2077-10-29, 17:00 during office hours in the Project's Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids. The name of depositor in voucher of the cash deposit for the cost of bidding documents should be the name of the bidder/bidders (in case of J/V) I tself. If the name of the bidder and name of the depositor in the voucher differs the bid shall be considered as non-responsive. Also, the IFB no. and Contract ID no. should be clearly defined in the voucher of cash deposit.
6. Pre-bid meeting shall be held at Shivapuri Rural Municipality Office, Sherabagar, Nuwakot at 2077-10-20 13:00.
7. Electronic bids must be submitted to the Shivapuri Rural Municipality Office, Sherabagar, Nuwakot through PPMO website www.bolpatra.gov.np/egp on or before 2077-10-30 12:00. Bids received after this deadline will be rejected.
8. The bids will be opened in the presence of Bidders' representatives who choose to attend at 14:00 on 2077-10-30 at the office of Shivapuri Rural Municipality, Sherabagar, Nuwakot. Bids must be valid for a period of 120 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in .pdf format in case of e-bid, amounting to a minimum of NRs. 51,00,000/-, which shall be valid for 30 days beyond the validity period of the bid. 9. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
10. All other terms and conditions will be as per Nepal Government's Prevailing Procurement Act and Regulations.
11. Shivapuri Rural Municipality, Sherabagar, Nuwakot reserves the right to accept or reject, wholly or partly any or all the Bids without assigning any reason, whatsoever.
