Background and Rationale
The USAID Nepal Public Financial Management Strengthening Project (PFMSP) is a US$14 million, five-year project (August 2016 to August 2021), implemented to enhance the capacity of targeted Government of Nepal (GON) ministries and agencies to improve transparency and accountability of public financial management (PFM) systems. PFMSP supports the GON’s capacity building priorities, which have been identified through extensive consultations among USAID, GON, and the donor community engaged in PFM reform efforts.
With the creation of 753 Local Governments (LGs) and seven Provinces under federalization, the need for professional training of civil servants in PFM is increasing. The frequent transfer of civil servants among ministries and jurisdictions also complicates the ability of GON to provide timely and effective training.
To date, most professional training of GON officials has been conducted in classroom-type settings, funded either by GON or donors. The logistical challenges and delivery costs of such training significantly limits the number of officials that can be trained in a timely manner on important topics.
The GON’s stated intent of expanding internet connectivity to reach all remote areas will mean that e-learning options will be able to reach more National, Provincial, and LG officials.
Beginning in March 2019, PFMSP will thus start closely working with relevant GON institutions in charge of PFM curriculum development, course design, and training of GON civil servants to pilot e-learning modules.
Scope of work for development of e-Learning modules
The following summarizes the terms of reference for the services of a firm/organization to develop and produce e-learning modules as described above. The modules will be developed as user-friendly tools to support the end-users’ (i.e. GON staff) learning needs. Overall, the firm will provide the following services:
a. Based on the episode-wise plan developed by PFMSP and NRA, develop video footages of episodes of NRA-FMIS including visual instructions to use certain features/ modules of the system, and a high-quality audio recording.
b. Edit the recorded audio/visuals into final episodes of e-learning on NRA-TABUCS, including proper branding, marking and relevant visual animations.
