Job Description

1. Basic Function
The Employment Officer will be the key focal person at the district (Morang) and will plan, organize, coordinate the financial, administrative, human resourcesto ensure effective implementation of strategies and activities to best achieve objectives of the project i.e. community based interventions.S/he will also work close coordination and collaboration with ILO/WIF project based programmes, others projects, organizations and other stakeholdersin the district.  S/he needs to coordinate with local Chamber of Commerce and Industries, local trade unions, academic/training institutions and other relevant stakeholders. S/he will be responsible for documentation and reporting to WOREC Nepal at Kathmandu as well as to ILO/ LIfE Project.

2. Main Responsibilities

Organize / Coordinate / Participate in various capacity building / Workshops / Meetings

  • Participate and support in capacity development training programmes on employment promotions and services
  • Support in organizing one-day orientation to peer educators and social mobilizers
  • Organize regular project planning meetings: 1. internal with employment facilitators and team; 2. Internal team, MRC and with ESC team and 3. withstakeholders (CCI, trade Unions, training institutions, DDC etc.) 
  • Coordinate with various stakeholders for employment promotion and services
  • Provide orientation and guideto employment facilitators to develop a monthly work plan and others
  • Facilitate group meetings, discussions, door to door visit to collect and dissemination of information about local employment opportunities and job seekers

Prepare Mapping of Employment Opportunities, Training Opportunities and Job Seekers by Location

  • Coordinate for collection and dissemination of information
  • Obtain qualitative and quantitative data collection about employment opportunities and local employers
  • Obtain qualitative and quantitative data collection about training providing institutions and skills development opportunities
  • Obtain qualitative and quantitative data collection about job seekers
  • Share the information with ESC at district and others

Linking with community level basic employment services 

  • Maintain strong coordination with businesses and industries concerning current and upcoming employment opportunities 
  • Be familiar with industry employment rules and skills requirements 
  • Identify barriers to employment and assist aspirantworkers with such matters through linkage with Employment Service Centers
  • Collect labour market information for aspirant workers regarding job openings, entry and skill requirements and other occupational information
  • Organize meeting with training institutes and disseminate information on types of vocational training and skills demand in the local employment /job market
  • Coordinate/assist ESC to arrange career, vocational and employment counselling

Keep Updated Information / Database  

  • Maintain a database of employment opportunities; training institutions and skills development/training opportunities and job seekers
  • Keep gender dis-aggregated data of job seekers received information from Employment Facilitators and no. of job seekers managed to join local employment/ vocational/ skills training/ self-employment
  • Share the information with ESC at district on monthly basis

Prepare case studies and success stories 

  • Prepare case studies and lesson learnt
  • Capture success stories with photos and videos (if possible)

Document and reporting 

  • Prepare a mapping report on 1. local employers and available jobs 2, training institutions and skills training available and in demand
  • Prepare / submitmonthly brief reporting 
  • Prepare quarterly reporting (technical and financial) in given ILO format

Other related duties

  • Coordinate with Employment Service Center regularly to align each project activities with its work and to receive/provide technical support as and when necessary
  • Other related duties as required for community based interventions for employment promotion and services through MRC and ESC as instructed by WOREC Nepal and ILO / LIfE Project

3. Minimum Requirements

3.1  A university degree preferably emphasizing human resources, social science, economics, public administration or general management or College degree with emphasis on human resources, social science, economics,public administration or general management or TVET diploma plus a minimum of five years practical experience 

3.2    A strong understanding of the national labour market and issues facing predominant target groups within the country
3.3    Appropriate knowledge on data collection techniques, career counselling and others related to employment promotion and services. 

3.4    In addition Employment officers should demonstrate the following essential skills:

  • Excellent oral and written communication skills in Nepali and English language
  • Excellent computer skills with database management
  • Use of email and internet
  • Good networking skills
  • Ability to work with others and to work under supervision
  • Strong interpersonal skills
  • Strong organization and planning skills
  • Problem solving and decision making skills
  • A commitment to continuous improvement and self-learning

4. Remuneration and Benefits

4.1     The remuneration and other benefits will be as per employing agency.
