Emergency Response Infrastructure Supervising Engineer-1 position

Purpose: The position holder will provide overall technical and implementation oversight in rehabilitation and construction of disaster-resistant school facilities, ensuring compliance and quality for the smooth implementation and overall achievement of project objectives within specified quality and timeframe.   S/He will work closely with project team, SMC and the entity responsible for construction be responsible for oversight and monitoring of contractors. He/she will ensure the implementation of the repair work of schools in accordance with the donor requirements.   

Terms and Location: Six (6) months fixed term employment based in Sindhupalchok Area with extensive time spent in the targeted VDCs.  

Core Qualifications and Experience:

  • Master’s Degree in Civil Engineering/ Urban Planning
  • At least  three (3) years’ experience in supervising and monitoring infrastructure projects, especially school building construction
  • Knowledge of building codes and standards in the Nepal required
  • Experience in drawing or revising building plans preferred (knowledge of AutoCad)
  • Knowledge of SPHERE Minimum standards on Shelter is preferred 
  • Quality Assurance/Quality Control (QA/QC) experience, materials testing, etc, required 
  • Strong ability to communicate effectively, both verbally and written, in English 
  • Computer literate and able to produce high quality reports and communications 

Key Responsibilities

  • Facilitate start-up and technical assessment phase including leading and organizing teams to complete technical assessments, drawings, BOQs of each site 
  • Provide the technical Action Plan and Progress tracking and also conducting the progress review meeting with the field teams , technical  partner and the communities .
  • Facilitate the procurement process  of  the reconstruction as agreed by all concerned
  • Frequent Coordination with project teams including project manager, Central Procurement, Finance unit and with the vendors. 
  • Coordinate and monitor the quality of construction and the actions and technical partners
  • Produce the technical reports and work completion reports of the project along with capturing best practices and human interest story.
  • Evaluate and prepare the accomplishment of the contractor and recommends measures if technical designs are not met. Also, endorse payment if the works of the contractor is done;  
  • Conduct regular supervision works with substantive time spent on-site in all phases of the project and shall attend to the critical activities that need close supervision and/or direction as noted in the schedule of work and as directed by the Plan or the latter’s duly authorized representative. 
  • Conduct regular reporting and internal monitoring and submit necessary reports
