Job Description

Deloitte is seeking candidates for an Electricity Sector Restructuring Specialist for Nepal Hydropower Development Project (NHDP), a five year USAID funded project. Applicants with Nepali citizenship are preferred.  

Project Description
The goals of NHDP are to expand access to modern, high quality hydropower services for the citizens of Nepal and to realize the potential for Nepal’s hydropower exports in South Asia. The project will accomplish this by facilitating private sector investment in hydropower resources in Nepal in an environmentally and socially sustainable manner. In addition, the project will support the restructuring of the electricity sector to create viable, efficient national power services and promote expanded electricity trade between India and Nepal.

The expected long-term results of the NHDP Project are:

  • Improved economic growth, job creation, and quality of life.
  • Strengthened economic relationships with Nepal’s neighboring countries, and improved balance of payments due to electricity sales.
  • Greater energy security due to enhanced domestic generating capacity and integration with the Indian market.
  • A lower carbon generation future for both India and Nepal

Objective
The Electricity Sector Restructuring Specialist will support all technical work streams for the NHDP project, as well as managing the Nepalese office in Kathmandu. 

Electricity Sector Restructuring Specialist will provide support designing a power sector restructuring program in Nepal. This assignment may include electricity sector unbundling, as well as setting up new generation, transmission, distribution and/or trading companies. The Specialist will work with NEA to analyse current operations, identify weaknesses in planning and operational processes to support the utility’s functional and commercial viability - thereby improving the quality of power services, reducing network losses, enabling public private partnerships (PPPs) for transmission lines and electricity trading.

Deliverables, Tasks and/or Outputs
Key responsibilities include but are not limited to:

  • Provide international and regional experience on power sector unbundling and restructuring programs
  • Guide key stakeholders – such as MOE, NEA, IBN, Ministry of Finance and community groups – in an evaluation of the Nepalese power sector. Review successful examples of power reform, to inform the development of domestic reform legislation.
  • Review, and perform cost benefit analyses on, the financial impact of proposed sector-wide reforms. Help to analyze the effect of unbundling on NEA’s operations.
  • Work with NEA leadership to illustrate how regulator restructuring has worked elsewhere, and how unbundling can contribute to a better performing utility and sector.
  • Support the convening investors and institutions to identify ways of minimizing HPP transaction risks, including improving the enabling environment for cross-border power evacuation.

Deliverables may include:

  • Summary reports on work
  • Contributions to project deliverables
  • Presentation materials for formal trainings 

Qualifications/Requirements

  • The Electricity Sector Restructuring Specialist should have the following qualifications: 
  • 5-10 years of management experience 
  • Minimum of 5 years working in the areas of energy with experience working in the electricity sector preferred 
  • Experience and understanding of electricity sector structures and the reform process either in Nepal or in other developing countries is preferred
  • Bachelor’s degree in field relevant to activity, Master’s degree preferred 
  • Experience working with USAID, IFIs, government, and private sector institutions is preferred
