CHILD SAFEGUARDING: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. 

 

ROLE PURPOSE: 

The District Value Chain  Coordinator will support programming at field level to plan and implement key value chain interventions in conjunction with the SABAL Livelihood Team. The Value Chain  Coordinator will also be the focal person for monitoring and evaluation of specific SABAL VC interventions and the day to day management of specific projects in their designated District(s). 

 

KEY AREAS OF ACCOUNTABILITY : 
The Job skills and responsibilities of the VC/MS Unit's Facilitators include the following. 

Development of an approach  with District Level actors on targeted interventions and leverage points from the agreed to plan of action (POA) by the VC/Livelihoods Team. 

  • Trainings, Workshops, M&E, Management, Reporting, Etc.
  • Work with District Level SABAL Team on mentoring, enterprise development, business skills training, access to finance, etc..

Ensure  key value chain analysis information up to date in the District(s).

  • Document and inform on changes to previously populated data

Manage/Over-site of commodity prices, volumes and sales at key demarcated market centres and collection centres.

  • Populate a database of this information for wide dissemination purposes

Lead and liaise with key informants, stakeholders and beneficiaries to ensure the VC components presence in the Districts regarding interventions.

  • Develop good relations with DADO, Research Institutes, Project Partners and other facilitative institutions and infrastructures in collusion with Senior District Coordinators.
  • Develop trust networks with direct actors in the VC at District level.

Responsible to facilitate market interventions at beneficiary level to ensure market demands are met and premiums for commodities are ensured.

  • Working with Senior District Technical Coordinators, facilitate planned measures for quality control and contractual arrangements between farmers and the output market.
  • Monitor strategic buying initiatives of SABAL for effectiveness 

Ensure to conduct and facilitate District Level business to business (B2B) interventions in order to strengthen linkages and maximize benefit.

Oversight on key District level technology interventions

  • Along with District Technical Coordinators, the VC Coordinator (s) will be responsible for habituation, promotion and behaviour modification strategies for adoption of introduced technologies along the VC.

Responsible to facilitate VC policy interventions at District level

  • Working with Senior District Coordinators, the VC Coordinator(s) will undertake advocacy and mission development with key institutions and associations/cooperatives to this end. 

Contribute to SABAL learning and knowledge management at District level through report writing and M&E.

Engage and facilitate Lead Firm and private sector engagement at District level.

  • Undertake M&E of interventions
  • Undertake ground-level work with back-end operations of the VC to ensure an integrated approach for maximizing the benefit of input supply interventions. 
  • Facilitate a crowding-in approach from lessons learned through the lead firm approach to ensure competition within each intervention.
  • Feedback on lead firm approaches effects on the market 

Develop and conduct, as needed, introductory sessions for key interventions with SABAL District level teams and key partners in order to keep a well-informed working relation with all partners and team members.

  • Workshops, extension and refresher courses as needed.

Responsible to monitor and summarily conduct assessments of key market infrastructure and geographic placement for effectiveness in moving commodities to the most lucrative markets and their location effect on beneficiaries. 

  • Train market/collection centre planning committees to facilitate operational plans and feedback. 

Make sure to manage District level ICT interventions along with Senior District Coordinator(s) and SABAL communications staff. 

  • Disseminate, monitor and provide feedback for effectiveness of market information, extension communication and any other VC related ICT strategies

Prepare and liaise with District Technical Coordinators for inclusion for VC approaches and interventions at production level.

Facilitate retail audits (approved systems) at VDC level with local retailers in order to understand market size and growth potential for potential firms to enter the market and for competition generation purposes.

Other skills and responsibilities include

  • Promote good relationships between SCI, private sector companies, government, donors, beneficiaries and other key actors in the value chain.
  • Possess ability to independently manage multiple program implementation activities with a high level of maturity, initiative, attention to detail and flexibility.
  • Conduct regular travel and spend significant periods of time in the VDC’s and designated Districts.
  • Prepare and conduct presentations and/or workshops on value chain and market development methodologies.
  • Communicate effectively in English (both written and oral) and Nepali.
  • Demonstrate good Inter-personal and communication skills. Work well together in team settings with project colleagues and partners.
  • Have a strong background in business development and B2B approaches.
  • Demonstrate strong computer skills (Word, Excel, Power point, email).
  • Carry our other activities as required by the SABAL VC Team and Associate Director.

 

REPORTING

  • The District Value Chain Coordinator will report to SCI's Associate Director Value Chain & Market Systems for technical matters and Sr. District/Cluster Coordinator for Operations matters.

 

QUALIFICATIONS 

  • Master’s  Degree in Economics, Agronomy, Development Studies, Statistics, M&E or related Social Sciences 
  • Private Sector experience preferred.

 

EXPERIENCE AND SKILLS

  • 3 years (2 years GSI group*) of relevant work experience preferably in private sector agribusiness or marketing and/or agriculture development projects with local or INGOs
