BRIEF POSITION DESCRIPTION
The District Manager is responsible to ensure high emergency response programs are delivered reaching to the most effected and vulnerable people/ children. S/he will ensure district and partners Plan fully aligned with the emergency Plan, and fully complies with policy and procedures. S/he will lead and manage the programs, ensure quality monitoring, financial management, personnel management, and administrative management of district offices, in close consultation with field manager and cluster team. S/he is responsible to ensure district level grants, funds tracking mechanisms are in place and quality reports are prepared and submitted in timely manner and corrective measures are taken proactively. S/he will be responsible to oversee management of all PNGOs in district, and will support the field manager for ensuring smooth phase in and phase-over/out and new selection of the partners. 


MAIN RESPONSIBILITIES

  • Overall project management which include detailed project planning, designing, implementing, monitoring, evaluation and reporting.
  • Ensure budget tracking and financial monitoring of the project.
  • Ensure project tracking and take corrective actions as required in close coordination with project and finance point persons.
  • Ensure smooth management of partnership with P/NGOs, private sector and government line agencies at district level.
  • Ensure adequate technical and managerial backstopping to P/NGOs to enhance their organizational capacity for better performance.
  • Ensure team (staff) management and day-to-day administrative and operations management including logistics arrangement, staff safety and security.


QUALIFICATIONS & EXPERIENCE

  • Masters in Management or related Social Science & 3 years of relevant experience preferably in emergency response/humanitarian environments (2 years of relevant experience for GSI group).
  • Strong Project Management experience.
  • Strong communication (written and spoken), and interpersonal skills in English, with experience in working with multicultural teams.
