TEAM/PROGRAMME: PDQ Department/ DRR

Dimensions:
S/he will be responsible for coordination amongst development and humanitarian stakeholders for the implementation of emergency response, rehabilitation and reconstruction projects. S/he will support all humanitarian stakeholders /partners and their staff for making project information available in time and reporting and meet quality standard. S/he will ensure data management formats, reporting formats/tools, and guidelines are developed and utilized by all stakeholders based in the district. In addition s/he will take initiatives to coordinate with government line agencies, influence development partners and private organizations working in the district for coordination and synergy building. S/he will ensure coordination between all projects implemented by Save the Children in the district to maximize synergy on outcomes. S/he will directly report to Regional Program Manager, and technically to DRR and Resilience Specialist in Kathmandu.
KEY AREAS OF ACCOUNTABILITY:
Coordination:
- Support DDRC/DDC for establishment and maintenance of appropriate coordination mechanisms with all humanitarian and relevant development partners (Linking Response with Recovery & Development -LRRD) in the district and local level earthquake response/recovery.
- Support transition between phases (emergency response to rehabilitation, reconstruction to development) including handover of clusters to Government departments and linking to reconstruction activities.
- Support facilitation of Government led sector and inter-sector coordination meetings as well as regular briefing to political parties.
- Manage the contact lists of partners working in the district as well as meeting calendars and hold regular non-Government partner forums
- Establish strong institutional relationship with relevant government agencies, humanitarian actors/partners for effective coordination, SC’s visibility and sustainability of the initiatives
- Ensure coordination between all projects implemented by Save the Children in the district to maximize synergy on outcomes (especially with District Manager -EQ)
Information Management and Communication:
- Improve information flow to the DDRC/DDC Board through inter-sector coordination and facilitating links to the remaining humanitarian clusters/sectors.
- Inform humanitarian and development actors regularly on district application of relevant Government policies, DDC Board decisions and activities regarding recovery and reconstruction
- Ensure that relevant information and updates on EQ interventions are compiled and shared to the DDRC/DDC Board to enable informed decision making on the basis of humanitarian principles & humanitarian accountability partnership (HAP)
Reporting and Documentation:
- Ensure appropriate guidelines/tools/formats are designed and updated/developed (wherever necessary) and appropriately used for information sharing and reporting
- Facilitate integration and reporting of activities by UN Agencies, I/NGOS and CBOs through district coordination mechanisms for humanitarian, recovery & reconstruction activities
- Compile and Prepare high quality reports as per SC and the donor’s requirements and timely submit to related stakeholders
- Ensure that humanitarian actors and partners provide project information/reports and produce high quality reports with verified data
- Encourage humanitarian actors/partners to document the innovative approaches, best practices, lesson learned, and case studies and shared at appropriate level especially in coordination, information management are well documented.
- Keep DRR and Resilience Specialist and RPM abreast regularly on the progress, consult for key decisions and way forward in the area responsible for.
Capacity Building:
- Capacity build & strengthen DDRC/DDC in coordination and information management skills in disaster management context
- Lead, manage and motivate humanitarian actors/staff and make sure they have clear understanding on the requirements for effective coordination and information management
Representation:
- Represent Save the Children and its values at the local, and district level.

QUALIFICATIONS AND EXPERIENCE
Essential
- A minimum of 3 years’ (2 years for GSI Group) experience in DRR and Humanitarian organizations or likeminded organizations/I/NGOs,
- Master’s degree in disaster risk management, planning, social science, communication, natural resource management or other relevant field
- Good understanding of DRR and Humanitarian programming or relevant thematic area
- Specific knowledge and skills on coordination, information management and communication
- Proven experience in coordination with DDRC, DDC and other government partners and the ability to lead, motivate and develop others
- Solid project delivery, implementation and monitoring skills with a proven history of delivering results
- Ability to analyze information, evaluate options and to think and plan strategically
- Effective interpersonal skills including leadership skills and ability to motivate those line managed by you and provide constructive feedback on performance
- Fluency written and spoken English and Nepali, as well as excellent report writing skills
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
- Ability and willingness to stay and travel to any parts of the country
- Skills related to participatory methods, computer literacy and team management
