Job Description

Work Purpose: Support Program Manager to oversee the Programming Team, DME, Humanitarian Accountability and Information Management, facilitate response strategy design, manage and acquire resources and ensure program quality.

Major Responsibilities:

  • Support Program Manager to facilitate programme planning process to ensure alignment with context, humanitarian needs, response strategy as well as operational feasibility and technical quality.
  • Participate in context analysis based on both internal and external information and provide recommendations
  • Working with Program Manager to ensure the overall programme design incorporates international humanitarian standards and WV guidance and standards (i.e. Sphere, DADDs, CWBOs, PAF, etc.)
  • Work with Program Manager and Senior Program Officer to support funding allocation process (Private Non Sponsorship & grant opportunities) in coordination with Finance, Response Manager and Operations to reflect response strategic priorities, operational realities and ensure compliance with relevant funding regulations
  • Support Program Manager to monitor and analyze donor opportunities to ensure they align with operational intent
  • Collaborate with Program team to influence donor funding strategies when appropriate
  • Maintain donor and SOs communications together with Program Manager and Senior Program Officer to facilitate funding acquisition, make sure the response is well resourced, ensure that all donor requirements are met
  • Collaborate with Information Management and Humanitarian Accountability (HA) to provide summaries of community based data and share with Operations and management to support programme adaptation and improvement
  • Support Design, Monitoring and Evaluation team (DME) to plan and implement DME plan
  • Experience working in a cross-cultural environment

Minimum Qualification and Experience Required:

  • Master’s degree in International Development, International Relations, or related study with three to five years of related experience including in Grants Management
  • Understand Humanitarian Industry and have proven experience within a complex relief setting
  • Excellent written and verbal communication in English
  • Must possess problem solving skills, understand grant acquisitions, DME and Humanitarian Accountability.
  • Demonstrated proficiency in computer applications including use of Microsoft Office Suite
  • Have positive learning attitude and concern for the poor and vulnerable people
  • Have high level of integrity and honesty, self-motivated, confident, and independent
