Raleigh International is a youth-driven organization supporting a global movement of young people to take action.

We exist to ignite youth-led action that creates solutions to the world’s most urgent problems. But while young people demand change now, they do not always know how to take action. We support young people by connecting them with the skills, networks, platforms and experiences to lead on the change they demand.

Raleigh International Nepal (RIN) is a subsidiary of RIUK and has been working in Nepal since 2015. Our Country office is in Khumaltar, Lalitpur Nepal. We promote the role of young people in decision making and civil society, creating meaningful youth employment and enterprise, protecting vulnerable environments, and combating climate change, and ensuring Sustainable livelihood and the right to safe water and sanitation.

Job Description

Responsible to: Country Director

Overall Purpose of the Job

The Country Programme Manager will be a member of Raleigh Nepal senior management team. The purpose of the role will be to support the development of a robust Country Strategy and ensure its delivery through effective programme development and project cycle management. Key elements of this role will be developing a network of appropriate partner originations, accurate monitoring and evaluation of our work, technical support and capacity building, and fundraising.

Duties and Responsibilities: 

  • Development and implementation of Country Strategy
  • Support Country Director in the development and delivery of a robust country strategy
  • Support Country Director in strategy operationalization with due emphasis on feasibility, sustainability, quality and financial viability
  • Ensure the on-going delivery of a robust strategy that is rooted in the needs and priorities of our final beneficiaries and target groups
  • Maintain a sound knowledge of Raleigh’s local operating environment and understanding, development of good practice and policies in relevant areas
  • Manage the Country Annual Plan of Action and provide regular reports to the Country Director
  • Support Country Director in regular Head Office reporting

Fundraising

  • Support Country Director in raising visibility and presenting programmes to donors, partners, governments, peers, and experts at all levels in country and support beneficial institutional linkages
  • Work to heighten the visibility of Raleigh’s local country work and credibility amongst key stakeholders
  • Set funding targets and develop fundraising strategies
  • Lead writing and submission of quality funding proposals and bids, and their negotiation
  • Closely liaise with Head Office Fundraising and programme teams in development of new bids

Programme and project implementation 

  • Establish and build relationships with partners, providing education and support with capacity building, planning and coordination
  • Ensure that consultancy, technical assistance and capacity building support is appropriately identified, designed and delivered to a high standard
  • Ensure the smooth running and management of programming portfolio so that the contractual obligations are met, contractual risk is minimized, policies and procedures in place are adhered to, and good practice is institutionalized
  • Provide support to all Raleigh country staff to ensure projects are implemented against agreed plans, standards and criteria
  • Ensure project proposal content and project evaluations are systematically peer reviewed and that a high level of standard is pursued
  • Lead quality project cycle management, including situation analyses; project and partner identification and management; project design; budgeting and resource mobilization, negotiation and contracting; baseline research and planning; monitoring; timely and accurate financial and narrative donor reporting; evaluation and auditing; and documentation and dissemination of lessons learnt
  • Responsible for ensuring Volunteer Team Leaders are appropriately briefed on the project methodologies to be employed and to keep in touch with the Country Operations Managers and Team Leaders whilst on projects

Team and Technical Development and Knowledge Building

  • As a senior staff member, contribute to the management, motivation, facilitation and support of the personal development and performance of all Raleigh Nepal country team members, including through coaching, individual and team training, exchanging of experiences, and facilitating participation in appropriate meetings and seminars
  • Ensure that the team maintains and builds capacity; identifies and maintains all relevant technical, institutional and contextual information and has knowledge base for the Raleigh Nepal country programme; and support effective team and organizational learning and innovation

Management

  • No immediate line management however this might change in future
  • Contribute to the coordination and oversight of the work of volunteers, interns and staff, as delegated
  • Ensure narrative and financial reports meet Raleigh’s and donor quality and compliance standards as well as other global operational requirements and that of the Nepal government

Monitoring and Evaluation 

  • Ensure quality monitoring and evaluation of a defined programme portfolio in coordination with Country Programme Leader/s, Country Director and Head Office M&E Manager
  • Liaise between the head office and Raleigh Nepal country team to ensure that team members are familiar with procedures and the compliant mechanism with agreed approaches

Other Responsibilities

  • Attend regular organizational meetings and contribute to the overall smooth operation of Raleigh in country
  • Support the Country Director to monitor and report on implementation of agreed plans
  • Collect information as requested by Country Director
  • Take part in other Raleigh activities as requested
  • Positively contribute to programme strategy
  • Contribute to regular review and revision of budgets and financial reports
  • Undertake other tasks and project as dispensed by the Country Director

Person Specification (Education, Skills and Experience)

  • Master Degree in Social Sciences (e.g. economics, sociology, development studies, etc.)
  • 6 years of working experience in the international development sector at a senior level and delivering a robust country strategy and programmes
  • 4 years experience in managing complex projects and preferably experience in direct reporting to bilateral & multilateral donors
  • Experience providing technical development support to national and international organizations
  • Successful track record in the development of projects, including 3 years’ experience in producing high quality proposals to institutional donor and trusts and in fund raising and acquisition of projects
  • High level of experience in all aspects of programme management, including developing or applying quality systems and processes to work and the ability to support others to maintain the standards that have been established
  • Proven ability to deliver high quality training and experiential learning in an effective and safe way for youth and adult audiences using variety of media and systems to maximize learning and outcomes

Key personal competencies: 

Communication: 

  • High level of technical communication skills, both written and verbal to foster partnerships and motivate others
  • Ability to represent Raleigh in a range of technical and on-technical forums powerfully and persuasively
  • Good understanding of the drivers of donors and partners and the ability to reflect this in communications

Team Working and Interpersonal Skills: 

  • Ability to network and build effective and constructive working relationships across the whole organization and widely in the thematic working sectors
  • Proven ability to work on own initiative, manage time effectively, think clearly and produce accurate and detailed reports and data
  • Trusted to act within honesty and integrity and demonstrate commitment to the work of Raleigh International
  • Keep a bigger picture in mind; manage risk and support and motivate colleagues to ensure quality delivery to the best of ability
