The CoP reports to the FHI 360 Asia Pacific Regional Director and provides overall leadership and management oversight for the CS:MAP ensuring strong collaboration with national and local government officials, donors, sponsors, CS:MAP partners, civil society, media, and other key stakeholders. The CoP serves as the project’s principal contact point for USAID/Nepal, and oversees all aspects of program performance, both technical and managerial, ensuring that procedures are established and adhered to for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. The CoP supervises the recruitment, hiring, and management of local staff and consultants. The CoP provides supervision of implementing partners and beneficiary communities, ensuring timely progress against schedules, achievement of deliverables, and quality of results. The CoP also oversees quality and timely development and approval of project deliverables.
Key Responsibilities:
- Provide overall leadership for the design and implementation of activities in areas such as advocacy, citizen engagement, civil society organization (CSO) and media organizational capacity development, technical assistance, and monitoring
- Provide support and direction for the provision of technical assistance and the management of grants for local partners, including the development of capacity-building and social accountability tools and tracking systems as needed
- Identify issues and risks to program implementation in a timely manner and suggest appropriate program adjustments
- Serve as the project’s principal liaison with USAID/Nepal, government counterparts, donors, and community stakeholders, and build and maintain effective relationships with all key stakeholders
- Identify opportunities for coordination and information exchange around civil society and media strengthening in Nepal and represent the project at relevant conferences and events
- Oversee financial and administrative management of the program, ensuring budget discipline and compliance with FHI 360 policies and procedures and USAID rules and regulations
- Supervise the development and submission of program deliverables and provide accurate and timely reporting to USAID/Nepal and key stakeholders on all program areas
- Oversee the establishment of effective and accurate project reporting, monitoring and evaluation, financial management, and personnel and procurement systems
- Ensure the achievement of high-quality results as committed in the CS:MAP work plans and M&E plan
- Provide onsite support and supervision to project teams and partners on a regular basis to ensure quality implementation of project activities in Western and earthquake-affected districts and other project sites
- Maintain routine communication with Regional Director, Country Representative, Technical Advisor, and other technical supervisors and core partners
- Conduct performance assessments of direct supervisees, identifying and recommending areas for improvement and opportunities for professional development
- Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity
- Serve as a member of the FHI 360 Nepal Senior Management and Leadership Team and provide input and assistance to the management of the country program, develop country program strategy, business plans, operational plans and budgets.
