Position Overview:
The River Basin Team Leader works under the direction of the Field Team Director and the overall technical guidance of the Chief of Party and the Chief Technical Specialist.  S/he manages everyday workflow, internal and external communications, problem resolution, reports and techniques of decision-making, conflict resolution, work planning and feedback related to project activities in the designated river basin.
The River Basin Team Leader leads and guides a team of Watershed Management Specialists who guide local stakeholder efforts in the selected priority watersheds.  The project is complex and its success requires participatory teamwork that supports “ownership” through new collaborations among stakeholders. The River Basin Team Leader must understand and guide the work of Watershed Management Specialists and collaborating stakeholders in their respective river basins and watersheds.  
The River Basin Team Leader will be based in the Nepalgunj Field Office with frequent travel to and throughout the designated River basin.


Responsibilities:
His/her specific responsibilities may change as project needs redefined and reviewed during the Contract period. Responsibilities include but are not limited to, the following:

  • Oversee a cadre of Watershed Specialists, who will coordinate with the community, watershed, and district level stakeholders in the river basin
  • Ensure all technical and administrative obligations of the contract are met in a timely and results-oriented fashion
  • Recommend and support procurement, contracting, and track and oversee all expenditures incurred in the designated river basin
  • Support identify the need for procuring technical expertise and help Technical Team to draft Scopes of Work for, local and international consultants and teams
  • Under Provide technical guidance to the Watershed Management Specialists in designing, implementation and monitoring of the field activities
  • Assist the Chief Technical Specialist in carrying out specified tasks and other associated assignments
  • Manage all technical aspects of the project, participate and contribute as indicated in technical aspects of the project (advisory, assessment, analysis, training, etc.)
  • Help design, implement and oversee project activities in the designated river basin. This may include significant contributions to the selection of sites, partners, and grant recipients, and related supervision of project-supported activities.
  • Supervise all river basin field staff, and the work of the local and or international consultants as needed, with yearly performance reviews, on-the-job training measures, regular feedback, delegation of work, follow-up, problem-solving, and intra-office personal and team dynamics
  • Develop and maintain effective working relationships with donor agencies, consortium partners, local collaborating partners (including grant recipients), and other stakeholders
  • Support Watershed Management Specialists to carryout field studies, community capacity building and scaling-up of the environment friendly good practices in the river basin
  • Develop effective working relationships with multiple stakeholders in the river basin for leveraging knowledge and funds for effective implementation of priority actions
  • Collaborate with and support river basin team leaders and team members in other river basins and provide intellectual inputs on cross cutting issues as and when needed
  • Ensure good, frequent, and direct communications with the project’s main office in Kathmandu


Qualifications:

  • A minimum of Master’s Degree in any of the field of forestry, environment science, natural resources management, water resources management or other related field
  • 10 years working experience with Development Organization including 5 years’ experience in project management
  • Knowledge of and experience in one of the key PANI technical areas
  • Experience in the far-western region of Nepal and/ or nearby regions preferred
  • Excellent written and verbal communication skills
  • Ample experience in analysis, program design, planning, implementation, and monitoring
  • Knowledge of multi and bilateral donor rules and regulations preferred
  • Fluency in English and Nepali is required
