Purpose: 

The position holder will be accountable to oversee and ensure the effective management of Plan International Nepal’s field office, including project portfolio implementation, partnership management, sponsorship management, financial management, operations support and security. S/he will represent Plan International Nepal in provincial and local government within the Field Office’s geographical jurisdiction.

Term and Location: Fixed term employment for 3 years based in Hetauda Field Office

Required Qualifications & Experiences:

  • Master’s Degree in development studies, social studies, rural development or equivalent
  • At least 6 years of experience in managing development and emergency response programs with large & complex budgets by leading a multi-functional team
  • Proven experience of managing team, budgets and other management domains
  • Work experience on local level partnership/coordination
  • Experience of working with coalitions and networks and advocacy campaign
  • Comprehensive understanding of the socio/political economic and cultural issues of Nepal
  • Advanced knowledge and experience of National Education program, project and policies
  • Experience of development and humanitarian issues affecting children, women and families
  • Demonstrated knowledge and experience in successfully using key influencing strategies such as advocacy, lobbying, movement building, or policy development
  • Strong knowledge of child and women’s rights and gender justice
  • Good understanding of the development and NGO sector
  • Effective written and oral communication skills, including presentation and public speaking
  • Strong team building and motivational skills
  • Demonstrated communication and organizational skills

Key Responsibilities:

  • Ensure high quality program implementation at Field Office in close coordination with the Field Implementation and Partnership Manager (FIPM) and Heads of Program of Country Office
  • Ensure effective program monitoring by involving in regular feedback/ review/ reflections sessions with target communities, beneficiaries, partner organisations and government line agencies
  • Ensure project cycle is followed for each project including organising kick off meetings, drafting project outlines, timely implementation of activities, close project monitoring and facilitating mid and end term evaluations (where relevant)
  • Review the reports prepared by field team ensuring its accuracy and quality including donor specific requirements as mandated before submitting it to Country Office
  • Ensure effective partnership management in the field through consultative decision making, monitoring with periodic reviews and reflection meetings, timely and constructive feedback with technical support and timely liquidation of advance
  • Ensure thorough review of partnership selection document. All partnership agreements are to be signed within 2 months from the date the partner organisation being selected. Any revision/ amendment on the agreement to be processed to Country Office with required documents 1 month in advance from the agreement expiry date
  • Ensure smooth transition while phasing in and out of the program district/field office with partners/community/beneficiaries
  • Ensure SCYP standards applicable to the management area of responsibility are implemented effectively
  • Ensure SCYP risk assessment are carried out and develop/include mitigation measures in all programmes/projects throughout the project cycle
  • Ensure assessment of all potential partners including an assessment of the capacity of the organization and its commitment to safeguard children
  • Ensure organisational commitment to gender equality and strategic objectives in all programmes & operations areas
  • Ensure that the projects are implemented in a gender transformative manner and help strengthen Plan International’s partners in mainstreaming gender in their programmes and governance
  • Advocacy agenda in line with country Strategy/global campaign are identified, discussed in appropriate internal and external forums for wider support and partnership
  • Represent Plan International Nepal in various forums at local, districts and province level to influence Government and other stakeholders to maximise the resources to promote child rights and gender equality.
  • Establish coordination local and provincial networking and build relationships and alliances with relevant networks, government bodies, federations and other agencies. In collaboration with CO Communication Team effective publications/video are developed and disseminated in support of Plan International’s global, regional and national campaigns and influencing work
  • Be innovative to lead campaigns at local and advocacy to address the issues of children, youth and young women
  • Support provided to the country communication team in implementing communication plan
  • Ensure effective implementation of financial management in the Field Office promoting an effective internal control system and its compliance at reasonable level
  • Ensure effective budgetary control and management
  • Ensure all local level procurements (goods and services) are done following operation manual in a transparent and cost effectiveness
  • A well-managed Program Unit / Field Office team is in place. Lead and mobilize area office team for effective delivery of program and annual plan
  • Demonstration of Plan International’s core values and behaviour showing exemplary behaviours
  • The team performance objectives are well defined and timely monitored and review regularly with feedbacks for improvement using Plan International performance management system and other tools
  • The team contributes efficiently to global, regional and country initiatives, request for engagement and support are answered timely and to high quality standard.
  • Lead the change management process as per organisation needs
