Job Description

Deloitte is seeking candidates for an Acting Deputy Chief of Party for Nepal Hydropower Development Project (NHDP), a five year USAID funded project. Applicants with Nepali citizenship are preferred.  

Project Description
The goals of NHDP are to expand access to modern, high quality hydropower services for the citizens of Nepal and to realize the potential for Nepal’s hydropower exports in South Asia. The project will accomplish this by facilitating private sector investment in hydropower resources in Nepal in an environmentally and socially sustainable manner. In addition, the project will support the restructuring of the electricity sector to create viable, efficient national power services and promote expanded electricity trade between India and Nepal.

The expected long-term results of the NHDP Project are:

  • Improved economic growth, job creation, and quality of life.
  • Strengthened economic relationships with Nepal’s neighboring countries, and improved balance of payments due to electricity sales.
  • Greater energy security due to enhanced domestic generating capacity and integration with the Indian market.
  • A lower carbon generation future for both India and Nepal

Objective
The Acting Deputy Chief of Party will support all technical work streams for the NHDP project, as well as managing the Nepalese office in Kathmandu. 

The Deputy Chief of Party will work closely with the Chief of Party to ensure that project objectives, deliverables and reporting requirements are met and exceeded. The Deputy Chief of Party must maintain responsive communication and actions associated with USAID’s needs amid a dynamic and challenging operational environment. The Deputy Chief of Party (DCOP) will lead/oversee the review of project level Monitoring and Evaluation Plans, and support technical work across the project. 

Deliverables, Tasks and/or Outputs
Key responsibilities include but are not limited to:

  • Ensure high-quality deliverables through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements
  • Direct, manage and supervise field office staff and field office operations in accordance with USAID regulations.
  • Liaise frequently and regularly with a variety of stakeholders including but not limited to project participants, Nepalese government employees, international organizations and donors as well as staff in similar projects.
  • Lead the execution of the annual work plan in close coordination with the COP, and the tracking of deliverables, activities and work products in accordance with the work plan.
  • Prepare and submit Performance Management Reports and Financial Reports, in close coordination with technical field staff and home office financial staff.
  • Support the development and maintenance of M&E documentation for the project, in close coordination with technical leads and the COP.
  • Oversee Director of Finance, Accounting and Compliance in field-based operations and financial management of the program, working closely with local technical and administrative staff, including.
  • Financial controls for local office expenses
  • Coordination and financial management with key subcontractors
  • Operational guidance and financial management of country coordinators
  • Ensure contractual, risk, and legal compliance for the program

Deliverables may include:

  • Summary reports on work
  • Contributions to project deliverables
  • Presentation materials for formal trainings 

Qualifications/Requirements

  • The Financial Specialist should have the following qualifications: 
  • 10-15 years of experience in donor-funded project management in developing countries
  • 5-10 years of management experience, either as Chief of Party, Deputy Chief of Party, or comparable role
  • Minimum of 10 years working in the areas of energy is preferred 
  • Master’s degree in field relevant to activity objectives or Bachelor’s degree with twenty years of experience in donor-funded project management 
  • Experience working with USAID, IFIs, government, and private sector institutions is preferred
