Feed the Future Nepal USAID Agricultural Transformation (USAID Agricultural Transformation) is a five-year Activity designed to catalyze transformation in Nepal’s agricultural sector to promote sustainable inclusive economic growth. USAID Agricultural Transformation is implemented by Winrock International in collaboration with five local and international organizations.

Position title: Human Resources Manager
Location: Kathmandu, Nepal
Unit: Agriculture, Resilience & Water
Reports to: Human Resources Director

Position Description:
The USAID Agricultural Transformation Human Resources Manager will be responsible for all HR-related administrative tasks, supporting the implementation of Winrock’s HR policies and procedures, and carrying out day-to-day HR activities.

Essential Responsibilities:

  • Maintain national staff database and HR documentation. 
  • Track staff enrollment in medical, group personal accident, and health insurance policies. 
  • Process staff medical insurance claims. 
  • Ensure issue of ID Cards for project staff.
  • Track staff leave, update tracker, and share monthly circulars with respective supervisors and staff members.
  • Ensure tracking of performance review schedule.
  • Collect and verify monthly timesheets in a timely manner.
  • Maintain confidentiality of all official correspondence, files, and documentation.
  • Prepare job advertisements and assist with the selection process.   
  • Prepare letters, employment contracts, contract renewal letters and other HR correspondence as advised by the Human Resources Director. 
  • Develop and update onboarding packages for new hires. 
  • Organize exit interviews as needed and support exit process for staff.
  • Act as HR representative for Winrock’s Code of Conduct and SPEAK UP channel.
  • Work on engaging consultants and service providers.
  • Participate in and contribute to project GESI and DEIA initiatives.
  • Coordinate with the logistics team to organize staff meetings, and other relevant meetings and events.
  • Ensure a safe and equitable workplace, create opportunities, and offer support to women and those from disadvantaged groups.
  • Carry out other duties assigned.

Qualifications and Requirements:

Education: Bachelor’s degree in management, business administration, or relevant field. Master’s degree in relevant field preferred.

Required Experience and Skills:

  • At least six years of experience in human resources.
  • INGO experience is strongly preferred; experience on donor-funded projects
  • Knowledge of Microsoft 365.
  • Person of high integrity, and commitment to organizational values and principles.
  • Strong communication skills, fluency in Nepali and English required.
